Secretary of State Rex Tillerson has backtracked from an early offer of unconditional talks with North Korea.

"In the face of such a threat, inaction is unacceptable for any nation", Tillerson said.

The official noted that the dialogue with North Korea remains a possibility, as the administration has repeatedly said, but remained ambiguous about the exact timing of dialogue, explaining that this would become clear later.

Tillerson said, "We are not going to accept preconditions for these talks".

North Korea, which in the past has boycotted nearly all Security Council meetings where its nuclear program is discussed, is expected to speak during Friday's open session. "They know where to walk through that door when they want to talk". "We remain open to dialogue when North Korea is willing to conduct a credible dialogue on the peaceful denuclearization of the Korean Peninsula", said US State Department Spokesperson Heather Nauert during the department's daily press briefing on December 13, aligning its position with the White House. "We will, in the meantime, keep our channels of communication open".

North Korea has made clear it has little interest in negotiations with the United States until it has developed the ability to hit the U.S. mainland with a nuclear-tipped missile, something most experts say it has still not proved.

"In 2017, the DPRK conducted activities related to its nuclear and ballistic missile programs at an alarming and accelerated pace", U.N. Secretary General Antonio Guterres told council members. "Various reactions show that his proposal was ultimately not approved", said Kim Hyeon-uk, a professor at the Korea National Diplomatic Academy.

On September 3, Pyongyang carried out its sixth nuclear test, setting off an underground explosion that registered a 6.1 on the seismic scale.




US President Donald Trump is now trying to get Vladimir Putin and Russian Federation onside to put an end to North Korea's nuclear ambitions.

But it renewed tests in November when it fired a new type of intercontinental ballistic missiles (ICBM), the Hwasong-15, which flew higher and further than previous tests. North Korea sees obtaining such a capability as the sine qua non of its security against attack. It uses satellite imagery to help monitor developments.

North Korea launched its most powerful rocket yet, one it claimed could reach anywhere in the USA mainland, on November 29 after a two-month lull.

"While all concerned seek to avoid an accidental escalation leading to conflict, the risk is being multiplied by misplaced overconfidence, risky narratives and rhetoric, and the lack of communications channels", Guterres cautioned.

China urged an "immediate end to rhetoric and actions that are unfavourable to denuclearisation" on the Korean peninsula.

He also plans to meet Foreign Affairs Minister Chrystia Freeland.

Asked if he would be willing to meet North Korean leader Kim Jong Un, he said: "Meetings only make sense if there is a goal to those meetings".
