Jeff Sessions, the United States attorney general, has officially proposed a rule that would effectively ban bump stocks, devices that turn semi-automatic weapons into fully automatic weapons.

Weapons classified as machine guns are grandfathered and may be kept if they were legally possessed before the Gun Control Act of 1968 was passed.

Another set of ATF documents lists several instances, going back to 2003, in which officials determined bump stocks and similar devices were found to comply with federal law, including the determination on April 6, 2017.

Sessions said owners would "be required to surrender, destroy, or otherwise render the devices permanently inoperable" once the proposal becomes law.

In February, after 17 people were killed in a mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida, President Donald Trump increased pressure on the Justice Department to forbid bump stocks, ordering Sessions to move as quickly as possible.

The Trump administration is moving to prohibit bump stocks, attachments that allow a shooter to fire a semi-automatic weapon faster. A 1986 law bans the sale of machine guns manufactured after 1986 and restricts the sale of such guns before that year. "That is why today the Department of Justice is publishing for public comment a proposed rulemaking that would define "machinegun" to include bump stock-type devices under federal law - effectively banning them".

Among their demands was a ban on bump stocks.




Sessions's proposal involves amending Bureau of Alcohol, Tobacco, Firearms, and Explosives regulations that would categorize bump stocks under the federal definition of a machine gun.

The comment period for the amendment is 90 days.

They are also calling for a bipartisan effort to ramp up gun control and demanding "a comprehensive and effective bill be immediately brought before Congress to address these gun issues".

The National Rifle Association has supported bump stock regulation, but has not endorsed Mr. Trump's proposed ban, saying it was waiting review any rule changes.

Current and former ATF agents have told Congress that because of ATF's 2010 conclusion, it is Congress that must take action on the devices.
