"This was an incident that shouldn't have happened".

The United Nations expressed concern on Monday over new Hamas checks at the border between Gaza and Israel after the Islamist group began what it said were temporary security measures.

There was no comment from the Palestinian authorities on the report.

Fawzi Barhoum, a spokesman for the Hamas movement in Gaza, said that Israeli forces targeted three sites northwest of Rafah city in the southern Gaza Strip, causing property damages.

The Israeli military said it was investigating the incident, which it called "serious". "The (military) is looking into the circumstances which led to the activation of the Iron Dome system", an army statement said.

IDF troops arrested three Palestinians from Gaza who entered Israeli territory on Tuesday morning carrying grenades and knives.

Israel has maintained a blockade of Gaza for a decade but permits small numbers of residents to leave for medical and other purposes.

Earlier, the army announced that soldiers had spotted signs of infiltration from the southern Gaza Strip and launched a manhunt.

After arresting the three men, the IDF notified Israeli communities in the area that the situation was normal and that there was no further need for their security personnel to be on high alert.

He added: "We warn the enemy [i.e., Israel] against committing any rash acts against the Palestinian people, for which it will pay a steep price".

A video aired by Al Jazeera showed the four, including a fifth individual, cutting the security fence before they sprint to a mound of earth concealing the equipment, which was unguarded as no work was happening because of the Sabbath.
