The White House said Monday that President Donald Trump "doesn't believe any of these accusations" made by adult film actress Stormy Daniels that she had a one-night affair with the future US leader in 2006 and five years later was threatened to keep quiet about their alleged liaison.
At the daily press briefing Mr Shah said: "The president has strongly and clearly and consistently denied these claims and the only person who has been inconsistent has been the person making the claims".
Shah, asked whether Trump believed Daniels, whose real name is Stephanie Clifford, was threatened, said, "No, he does not".
Questions over the payment come after Daniels gave an interview to "60 Minutes" on Sunday, in which Daniels detailed the alleged sexual affair and claimed she was threatened in the past by someone affiliated with the Trump organization to keep quiet about the relationship.
"The only person who's been inconsistent is the one making the claims", he said, citing a document she signed denying the affair.
So far, Mr. Trump himself has remained uncharacteristically quiet on Twitter...as questions arise about hush money paid to Daniels. Miss Daniels' interview, in which she said that she and the President had sex in a hotel room in 2006, dominated the news in America yesterday.
The new complaint says the payment violated federal laws that impose limits on campaign donations and require those donations to be publicly reported.
Last year, White House press secretary Sarah Huckabee Sanders said the administration had been clear that all of the women who have accused Trump of sexual harassment and misconduct are also lying.
Last week CNN interviewed former Playboy model Karen McDougal, who described a 10-month affair with Trump starting in 2006.
Years later, Daniels said, she agreed to sell her story to a sister publication of In Touch magazine for $15,000, but the story never ran.
Daniels' "60 Minutes" appearance also drew a denial from the president's personal lawyer, Michael Cohen, that he was involved in the alleged threat of violence against her.
To prove libel, she would have to show that a false statement was made with either reckless or purposeful disregard for the truth, Overing said. The President's lawyer Michael Cohen has sent her a cease and desist letter warning she could be liable for $20million (£14million) for breaking a confidentiality agreement.
Daniels said she agreed, and signed a nondisclosure agreement, out of fear for her family's safety.
"I can speak for only the White House". But he tweeted early Monday: "So much Fake News".
In October 2016, Daniels said, she was again prepared to go public about her encounter with Trump. Never been more voluminous or more inaccurate.
"You know, I'm not going to get into what the president may or may not have seen", Shah replied. "But through it all, our country is doing great!"
