Chennai: Opposition parties in Tamil Nadu have called for a state-wide shutdown on 5 April after the central government failed to constitute the Cauvery Management Board (CMB).

Palaniswami had on Thursday chaired a meeting here with his senior cabinet colleagues, including Deputy Chief Minister O Paneerselvam, and officials, to discuss legal steps to be taken in this regard. We will show black flags to the Prime Minister and Union Minister when they visit.

Separately, an influential traders' body announced that it would shut shops across the state on April 11 when Prime Minister Narendra Modi is expected to be in Chennai, as a symbolic protest to convey the sentiments of the people. The rally would see participation of all friendly party leaders, Stalin said, adding that it will begin from the Cauvery Delta region. DMK Rajya Sabha MP Kanimozhi along with her party cadres were arrested by the police in Tirunelveli for staging road roko.

Days ago, Stalin had demanded that the ruling AIADMK support the no-trust move of the TDP to mount pressure on the Centre to set up the Cauvery Management Board.

Meanwhile, the centre sought three months' time to implement the apex court order due to the upcoming Karnataka elections.

Another resolution authorised Stalin to hold an "all party meet" to decide on the kind of stir to be adopted against the Central and State governments over this issue.

In fact, Stalin and his allies surprised everyone by reaching Valluvar Kottam on Sunday afternoon after they announced that they have chose to observe a day-long shutdown on Thursday on the Cauvery issue.

In its February verdict, the top court had raised the 270 tmcft share of Karnataka by 14.75 tmcft and reduced Tamil Nadu's share of Cauvery river water.

It said the contention of Tamil Nadu that the board as formulated by the tribunal should be a part of the Scheme is wholly contrary to the mandate of the judgment and law.

The apex court on February 16 had ordered the Central Government to set up the CMB and the Cauvery Water Regulatory Committee within six weeks. "In the absence of any cogent reasons for not constituting a Cauvery management board and a Cauvery water regulation committee within the time frame and/ or not making any substantial steps in that directions amount to wilful disobedience of the judgment of the Supreme Court", Tamil Nadu said.
