With teachers and other public employees expected in Frankfort on Friday to protest the vetoes of the budget and tax bills and signing of the pension reform legislation, Gov. Matt Bevin went on the offensive Thursday morning.
Bevin had vetoed both bills, warning the new taxes would not generate enough money to cover the new spending.
"I guarantee you somewhere in Kentucky today a child was sexually assaulted that was left at home because there was nobody there to watch them", he said. He also said children likely ingested poison or were introduced to illegal drugs for the first time if they were out of school while teachers rallied in Frankfort.
Bevin said "for a fact. hundreds of thousands" of children were left home alone because schools were closed in 39 districts across the state to allow teachers and administrators to protest funding cuts. It's unclear if the House will act on the resolution.
The House and Senate did override the governor's vetoes late Friday afternoon for House Bill 366 and House Bill 362. Attorney General Andy Beshear filed a lawsuit asking the court to throw out the pension law, calling it unconstitutional. The two-year operating budget includes record new spending for public education, fueled by a 50-cent increase in the cigarette tax and a 6 percent sales tax on some services including home and auto fix.
As for why he vetoed the tax and budget bills, Bevin said: "They weren't looking out for the people that are paying for everything to the degree that I think they should have and could have".
Bevin reportedly complained of the teachers sprawled across the capitol grounds, telling reporters he saw them smoking and "leaving trash around". The final vote followed a 57-40 House vote in favor of the override.
"Then I vetoed the [budget and revenue] bills, and they say they need to leave school and come here and ask for them to be overturned", he said. According to the IRS, these plans blend aspects of two more common types of pension plans known as defined benefit and defined contribution plans.
The Senate later voted 26 to 12 to override the funding veto. "Despite what some legislators are incorrectly saying on my behalf, I am stating publicly that not only will I call a special session to pass a transparent and properly balanced budget, but that we will also pay for it in ways that are not arbitrary & complicated", he wrote.
If public education doesn't get additional funding, Busch said, more families will turn to charter and private schools, some of which won't accept students with special needs or will make them pay more to attend. They are instead focused on overall funding.
