A leading US Republican Senator has advised his colleagues in the Senate against confirming Gina Haspel, President Donald Trump's nominee for CIA director who is accused of involvement in the agency " s torture programme.

"After careful consideration, I will support Ms. Haspel's nomination to lead the agency to which she has dedicated her career", Donnelly added.

Senator John McCain, who was tortured as a prisoner of war in North Vietnam, has urged lawmakers to reject Gina Haspel.

Haspel, now the acting director of the CIA, told members of the Senate intelligence committee during her confirmation hearing on Wednesday that, if confirmed, she would not restart the interrogation program. "I have also reviewed her record and her testimony before Congress", Donnelly said.

Haspel has come under fire for her history of overseeing a covert Central Intelligence Agency site in Thailand where brutal tactics were used against suspected terrorists, including waterboarding, a method widely considered to be torture. "Her refusal to acknowledge torture's immorality is disqualifying", McCain said.

In 2005, they led efforts during the George W. Bush administration to stop enhanced interrogation techniques.

Donnelly announced his decision after meeting with Haspel, he said.

She needs the support of the majority of the Senate to be confirmed for the role.




Two days after taking office in 2009, Obama issued an executive order prohibiting all government employees from using any interrogation method that wasn't spelled out in the Army Field Manual, a military guide that banned brutal interrogation techniques, such as waterboarding, which simulates drowning.

"Sen. McCain's view of what the country's doing won the day", Graham told AP.

Feinstein said Thursday that she will oppose the nominee, calling the interrogation program part of "one of the darkest chapters in our nation's history and it must not be repeated". Harris has since said she will vote against Haspel's confirmation. McCain is not expected to be in Washington for the vote later this month as he battles an aggressive form of brain cancer.

Donnelly joins Sen. Joe Manchin III, D-W.Va., as the only other Democrat to announce support for Haspel.

She warned that confirming Haspel would send a message to allies that the USA approves of what happened after 9-11.

Sen. Mark Warner, D-Va., the ranking Democrat on the Intelligence Committee, was eyed as one Democrat who may vote for her, as well as Angus King, I-Maine.

Over the past few days, Mike Braun, the Republican nominee for Senate in IN, attacked Donnelly for being undecided on Haspel's nomination and playing a political game with his vote, the Washington Free Beacon reported.
