However, Alison later told HuffPost that she was only "pretending" to call the police, and that it "didn't have a racial component to it".

Austin said she recently lost her job and couldn't afford tickets.

"[Jordan] was selling water bottles when [Alison] just rudely approached her, like: "I need to see your permit", Raje told The Huffington Post. "She said if we didn't give it to her she'd call the cops", the girl's mother said.

"I said, 'Please, I'm trying to work".

Ettel, who noted that she could only hear and not see the vendors at that time, said she asked a security guard to talk to Austin and her daughter and ask them to quiet down or move around the corner.

"In the video caption, she asked people to make the woman go viral under the hashtag "#permitpatty".

"I want the little girl to know that it's not her fault", Ettel told NBC in an interview on The Today Show.

A bystander named Michelle Snider, noticed the commotion and confronted the woman for "harassing" the family, camera in hand, to record the 25-minute verbal altercation. The woman argues that permits were necessary to use charcoal to which the counter argument by many others including local police is that 911 is to be used for emergencies.

Ettel isn't the first White woman in the Bay area to call or threaten to call the police on Black people for doing things that everyone else does. Horrible, horrible images and death threats.

She was reportedly selling water to help contribute to a family trip to Disneyland.

The woman on the phone counters "it's not your property".

"So my little cousin was selling water and didn't have a permit so this lady made a decision to call the cops on an 8-year-old", the caption on the Twitter video says, ending with the hashtag #PermitPatty.

The video has generated more than 1.2 million views.

- Gabrielle Union (@itsgabrielleu) June 23, 2018 How miserable of a person do you have to be to call the police on a little girl selling bottled water??? "It was this completely repetitive, every second", she said. According to her account, after Ettel told Austin that she and her daughter were disturbing her, the mother started threatening her and calling her profanities.

"This is my son selling water right at the same place of the poor little 8-year-old and nobody stopped him", said Cassindy Chow, whose son sells water without a permit.

As for Rodgers, her cousin Lee has since showed on social media that she's still out selling water.

"I'm upset she had to go through this", Austin said after the incident. She said that she did not accept Ettel's apology.

An Oakland dispensary also announced it was no longer selling TreatWell, saying in a statement that even though it was a "bestselling" product, "integrity is always before profits".
