He said this summit could be his "easiest" meeting.

"We'll see how that goes", he said of the summit with Putin to be held in Helsinki on Monday.

Besides Brussels, Trump's trip will also take him to London, where Prime Minister Theresa May's government is in turmoil over her plans for exiting the European Union.

A senior European Union official lashed out on Tuesday (Wednesday NZ Time) at President Donald Trump, lambasting the U.S. leader's constant criticism of European allies and urging him to remember who his friends are when he meets Russian President Vladimir Putin next week. Frankly, Putin may be the easiest of them all. Who would think?' he added.

It was hoped that she would be able to reveal an increase in the United Kingdom defence budget, but the long-running defence review has still not been signed off, so any such announcement will have to wait.

The US president called Boris Johnson a "friend" and indicated he may talk to the former Foreign Secretary in the UK.

Trump's Twitter post on Tuesday echoed those on Monday and his criticism at a rally of supporters in the United States last week in which he said that Washington was unfairly carrying nearly all the cost of defending Europe. We pay far too much and they pay far too little.

Similarly, earlier on Tuesday the president tweeted, "Getting ready to leave for Europe".

"While these countries have been increasing their contributions since I took office, they must do much more", he said as he listed out the percentage of defence spending of other major North Atlantic Treaty Organisation countries. Not fair to the U.S. taxpayer.

European officials have expressed hopes that member states can paper over their differences, but European Union President Donald Tusk delivered a blunt message to the U.S. leader on Tuesday. "Charge us big Tariffs (& Barriers)!" he wrote on Twitter.

In office since January 2017, the U.S. president has been openly critical of many of NATO's practices, with most of his ire focusing on Washington spending relatively more money than other member states. In this sense, all of the member states provide protection for one another.

In a tweet posted before his departure, Mr Trump put European allies on notice that he will be taking a tough stance on their contributions to the military alliance, as well as barriers to U.S. trade.

ITALY and SPAIN, whose economies were badly weakened by the euro zone crisis, will not meet the targets by 2024, while HUNGARY has set its sights on 2026 instead.

Tusk criticised Trump for overlooking Europe's early response to the 9/11 attacks, saying: "European troops have been fighting shoulder to shoulder with American soldiers in Afghanistan; 870 courageous men and women sacrificed their lives, including 4o soldiers from my homeland, Poland". The deficit actually $101 billion.

Mr Trump said: "The US is spending many times more than any other country in order to protect them".

The EU Council leader said pointedly that when Mr Trump did meet Mr Putin on 16 July "it is always worth knowing who is your strategic friend and who is your strategic problem".
