The government said the draft was not meant to drive people out and those struck out of the list would have a chance to reapply.

A full-blown political row has erupted ever since the final draft of Assam's NRC was published on Monday.

Addressing the media, the BJP chief said, "It is odd that everyone is talking about human rights of the illegal immigrant but no is talking about the human rights violation of the citizens of Assam".

After the release of draft NRC, the central government has urged people not to panic as "ample opportunity" will be given to the applicants if they file claims and objections between August 30 and September 28 before the final list is prepared.

Allegations of illegal movement of people from India's porous border with Bangladesh have triggered sectarian tensions between the state's indigenous population and Bengali-speaking Muslims.

Those who were not named in the final draft could appeal for rectification, "but we will never compromise on the security and integrity of our country", he said.

The first draft, released on December 31, confirmed 19 million people were citizens. It comprised 1.9 crore names out of the total application of 3.29 crore people in Assam.

"Nowhere else in India have we carried out such an exercise to have a list of (Indian) nationals", said NRC Coordinator Prateek Hajela.

Assam has witnessed prolonged protests against so-called foreigners, which includes both Hindus and Muslims.




"It is for the home minister now to clarify whether he stands by the statement that he made on Monday in the Lok Sabha or he agreed with the statement that has been made in the Rajya Sabha by BJP president Shri Amit Shah".

The debate on the Assam's draft NRC began with Leader of Opposition Ghulam Nabi Azad saying the onus lies on the government too when it came to proving one's nationality. "During the process of claims and appeals, the state government should ensure that the people excluded from the NRC are not deprived of any government services, nor targeted or stigmatized in any manner", he said.

Speaking at an event in New Delhi, Mamata said, "Only to win polls people can not be victimised". He said that it could also reduce the number of MLAs and MPs from minority-dominated constituencies in the state.

About 29 million people have been found eligible for inclusion in the citizenship document from around 33 million applicants, he said.

An apex court bench comprising Justices Ranjan Gogoi and Rohinton Nariman observed that the new list was also a draft, and the procedure envisaged under the law would have to be implemented at the earliest.

“Already, the Union Home Minister has categorically stated that no one would be sent to the detention camps even if their names do not appear in NRC, ” he reiterated.

"In this regard, the court would like to observe that what has been published is a complete draft of NRC and it can't be the basis for any action by any authority", the SC recorded in its order.

Sailesh did not provide a breakup of people who had failed to make to the draft list.

Chairman M Venkaiah Naidu assured Mr Sharma that he would look in to the matter after the debate ob NRC is concluded.
