A fallen tree from strong winds lies on Midosuji street in central Osaka on September 4, 2018, as Typhoon Jebi made landfall around midday in southwestern Japan.

The amount spent on the tickets will be waived.

The typhoon, the 21st of the season, is striking the area of the country that is home to Osaka, Kyoto and Kobe. It was off the northern coast of Fukui on Tuesday evening with sustained winds of 126 kilometres per hour (78 miles per hour) and gusts up to 180 kph (110 mph), the Japan Meteorological Agency said.

The agency's chief forecaster, Ryuta Kurora, told a news conference on Monday that Typhoon Jebi is stronger than the storm that struck western Japan last month.

Television footage showed waves pounding the coastline, sheet metal tumbling across a parking lot, cars turned on their sides, dozens of used cars on fire at an exhibition area, and a big Ferris wheel spinning around in the strong wind.

Strong winds brought down one company's storage facility in Shiga Prefecture, killing one man, according to local media.

More than 700 flights were cancelled across Japan, including several worldwide flights departing and arriving at Nagoya and Osaka, along with ferries, local train services and some bullet train lines.

Evacuation advisories have been issued for 1.2 million people after the weather intensified on Tuesday afternoon. Shinkansen high-speed trains between Osaka and Hiroshima were set to be cancelled from mid-morning, with JR West warning it might not be able to restart services all day.

Bracing for Jebi, domestic airlines have played it safe, canceling a number of local and global flights mainly scheduled to depart and arrive in airports in western and central Japan.

So far this summer, 200 people have been killed in Japan in July due to several typhoons and torrential rains. Typhoon Cimarron sliced across western Japan less than two weeks ago, dumping heavy rain before heading out to sea. Typhoon Jebi made landfall in Japan today after evacuation plans for nearly 300,000 people were issued in the face of the huge storm.
