Despite tensions between the USA and Russian Federation, particularly at the U.N., Russia's ambassador, Vassily Nebenzia, said, "I regret that she is leaving because we had a good working and personal relationship despite all the differences we were and are having".

What we're hearing: Haley discussed her resignation with Trump last week when she visited him at the White House, these sources said.

She told reporters in the Oval Office on Tuesday: "No, I am not running for 2020". "Because I'd be accused of nepotism even though I'm not sure there's anybody more competent in the world".

Dina Powell served in the first year of the Trump administration as the Deputy National Security Adviser.

Trump said he was considering many candidates for Haley's job and that a successor would be named in two to three weeks.

After an anonymous USA official published an op-ed last month declaring that there was an internal resistance to Trump's policies, Haley published her own op-ed in the Washington Post declaring her fealty to the president.

Ms Haley, a former governor of SC, had been an early and frequent critic of Mr Trump, so when he named her the envoy to the world body weeks after his election in November 2016, the appointment was seen as an olive branch.

Trump said Haley first informed him of her decision to leave after two years in the post, saying she wants to "take a break".

Trump said he wanted to make the announcement of Haley's departure in person to ward off any speculation that there was bad blood between the president and his ambassador.

"I don't agree with the president on everything", Haley wrote in her September 7 op-ed. She represents the Trump administration's agenda in the United Nations, a body the president has long criticized.

Before she was named by Trump to her United Nations post, Haley was governor of SC, the first woman to hold the post.

"Countries may not like what we do, but they respect what we do", Haley said, adding: "It was a blessing to go into the United Nations with body armor on every day". However, drawing any further conclusions from that one action is a fool's errand, and I'd encourage anyone thinking that this is the beginning of a 2020 primary challenge against Trump to get their head out of the clouds. Her news shocked a number of senior foreign policy officials in the Trump administration.

"I don't have anything set on where I'm going to go", Mrs Haley said. Ms Haley only told her staff on Tuesday morning, according to CNN.
