When asked if police should have shot Khalif in the leg rather than the chest, Commissioner Ashton said police were trained to kill if they believed their life or a member of the public's life was at risk.

The terrorist who carried out yesterday's fatal stabbing in Bourke Street, Hassan Khalif Shire Ali, had his passport cancelled due to fears he planned to travel to Syria in 2015, the Australian Federal Police say.

A 24-year-old man from Hampton Park and a 58-year-old Launceston man, said to be Tasmanian businessman Rod Patterson, were taken to hospital with non-life threatening injuries.

Shire Ali's brother was arrested in a dramatic raid last November. He is in jail awaiting trial.

- Islamic State has claimed responsibility for the attack.

"I think it is fair to say he (Shire Ali) was inspired".

Police were dispatched to the scene after reports of a auto fire near Bourke Street, a main thoroughfare in Australia's second-largest city, at about 4:20pm local time. "We're saying it was more from an inspiration perspective".

"It is at times like this when we need to be incredibly supportive and empathetic of all Melbournians because we will respond to this in different ways, and I hope that we can pull together as a community to really support each other".

"But here in Australia, we would be kidding ourselves if we did not call out the fact that the greatest threat of religious extremism in this country is the radical and risky ideology of extremist Islam", he said.

The prime minister, Scott Morrison, said that while he would be the first to protect religious freedom in this country, religious extremism needed to be called out.




The attack during the afternoon rush hour brought the centre of Australia's second largest city to a standstill.

Police were initially called to an incident in Bourke Street, right in the heart of Melbourne, after reports of smoke and a vehicle in flames.

The cylinders did not explode and the fire was put out in 10 minutes, by which point the attack was over, though not before one man was fatally stabbed.

Footage from the scene shows a man earlier swinging a knife at two uniformed officers near a burning auto before he was shot. He later died in hospital.

Victoria state police said counter-terrorism investigators were searching two properties in suburban Melbourne on Saturday morning in connection with the attack, but there was no immediate word on what the searches yielded.

A staunch US ally, Australia has been on alert for such violence after a Sydney cafe siege in 2014, and its intelligence agencies have stepped up scrutiny.

"We are now treating this as a terrorism event", said Victoria Police Chief Commissioner Graham Ashton, adding that the suspect is "someone that is known to us" and had travelled to central Melbourne in a 4x4 packed with BBQ gas cyclinders. Sunday marks 100 years since the armistice was signed that marked the end of World War One.

He was known to authorities because some of his family members were "persons of interest", Ashton said.

Two hostages were killed during the 17-hour Sydney cafe siege by a "lone wolf" gunman who was inspired by Islamic State militants.
